Across The Ohio River
¬Ý
The Kentucky State Board of Psychology has placed on Probation and Supervision, Cincinnati's Court Appointed PAS Psychologist
Dr. Michael Borack.
¬Ý¬Ý
Why would Kentucky need to Supervise the Parental Alienation Syndrome Psychologist that Judge Ron Panioto calls
"outstanding" ?
¬Ý
Because Dr. Michael Borack
"rendered a formal, professional opinion about a person in (a) Court case in Kentucky without direct and substantial contact with or a formal assessment of that person"
and because Dr. Michael Borack
"practiced psychology in Kentucky ... without holding a Kentucky license"
Kentucky State Board of Psychology
Board Chair, Robert J. Illback, Psy.D.,
and
Assistant Attorney General, Mark Brengelman
In other words, Michael Borack made it up. The only way to render formal, professional opinions about a person without direct and substantial contact is to fabricate.
¬Ý
There is no other way to do it.
¬Ý
Which means Michael Borack didn't give a damn about that person. Michael Borack must sometimes have an agenda ... and will write, say or do whatever he must to achieve it.
¬Ý
Michael Borack simply makes things up.
Which is exactly what this website alleges
Michael Borack also did in Ohio.

Michael Borack, without the ability to assess "children as to whether or not they've been sexually abused", unethically recommended two children be deprogrammed as if they had been brainwashed into believing they were abused.
¬ÝDr. Michael Borack simply made it up.
It might be okay to fabricate in Ohio, but not ...
Kentucky
¬ÝA state that evidently knows unethical conduct when they see it.
Unlike the cads in Hamilton County Ohio's Domestic Relations Court & Parenting Division.
¬Ý
What did Kentucky do to Dr. Michael Gene Borack? year of Probation
and year of Supervision

From February 2002 until February 2003
Taint Nothin'
¬Ý
Michael Borack is quoted by reporter Tony Cook in Cincinnati's "City Beat" Magazine (Nov. 21, 2002) regarding the Kentucky Board action taken against him. In Cook's article, Michael Borack is dismissive of his offense, calling it merely a "technical error".

Michael Borack claims to have informed Hamilton County's Jayne Zuberbuhler about his Kentucky disciplinary problems.
¬Ý
Ron Panioto claims NOT to have been informed by Jayne Zuberbuhler about Michael Borack's Kentucky disciplinary problems.
"I don't think we'd appoint him."
¬Ý
Judge Ron Panioto told City Beat reporter Tony Cook that
:
"I'll have to check into him," Panioto says.
"I would have to look into it,
but right off the top of my head,
I don't think we'd appoint him."
¬Ý
From "outstanding"
to "I don't think we'd appoint him."
That's so very different.
And we note it for the record.

Being trained by Michael Borack to do child custody evaluations
is something to be proud of ... right?
The public also needs to know that PAS psychologist Michael Borack trains the social work staff at the Hamilton County Domestic Relations Court. Another thing to be proud.
Dr. Michael Borack's protests notwithstanding, he had a reputation for PAS in Massachusetts. According to Dr. Gerald Koocher, Associate Professor at Harvard Medical School, former Chief Psychologist at Boston's Children's Hospital, former Vice-Chairman of the APA Ethics Committee, and currently a member of the APA Board of Directors who has coauthored a 544 page book on Ethics that is considered the standard in graduate schools across America - Dr. Michael Borack was "not well regarded" in Boston.
Other psychologists in the Boston area considered Dr. Michael Borack
"a disaster waiting to happen".
Dr. Michael Borack was identified, correctly, by Jayne Zuberbuhler and PAS Judge Ron Panioto as a "parental alienation" expert. And of course Michael Borack's PAS reports in this case are textbook Richard Gardner.

and quacks like a duck ... it's probably a
Apparently, this makes the University of Cincinnati one of the leading Parental Alienation Syndrome schools in the country. We're all so proud. Our tax dollars being used for such an honorable purpose.
And who can ever forget what the author of PAS, Dr. Richard Gardner, wrote in "Sex Abuse Hysteria: Salem Witch Trials Revisted"?
''What I am against is the excessively moralistic and punitive reaction that many members of our society have toward pedophiles ... (going) far beyond what I consider to be the gravity of the crime.''
¬ÝWe all agree with that, don't we?

Proposed Commencement Day Speaker
¬Ý
Dr. Richard Gardner M.D.
Ooops - Gardner killed himself.
Dr. Richard Gardner, seen here in February 1999 at age 67, authored the money making PAS theory that made him a very rich man. Gardner committed suicide on May 25, 2003, plunging a seven inch butcher knife into his neck and heart.
Gardner testified mostly for men, charging $500 per hour, routinely recommending custody to abusers, deprogramming children and threat therapy for mothers. Gardner was against society's overly moralistic and punitive reaction to pedophiles.
How important is it for someone like Michael Borack to be affiliated with the University of Cincinnati? Very. It allows Michael Borack to write reports to local judges on University letterhead, thus putting the institution's prestige on what might otherwise be regarded as pro-pedophile PAS crap.
Has Borack used UC letterhead in his correspondence to local judges?
The university shares the blame for any harm done to any child as a result.
The University of Cincinnati legal office was served a Freedom of Information request in 2003 regarding Dr. Michael Borack's employment application. The university stated in writing that the only documents that pertained to the FOI was Borack's vitae. The university had no records of personal references or any due diligence in regard to same.
Which means that just like the Hamilton County Court, the University of Cincinnati hired Borack, a disgraced renegade psychologist, without checking his background.

Did Hamilton County's Jayne Zuberbuhler, a perjurer, recommend Dr. Michael Borack to UC? In other words ...
the unqualified recommending the incompetent.
Perhaps. Here are excerpts from Jayne Zuberbuhler's January 15, 2004 deposition:

Have you ever had any discussions with the
University of Cincinnati about Dr. Borack, written
any recommendations or anything?
I've talked with Dr. Borack's -- I believe
it's his boss, John Kennedy.¬Ý In fact, John Kennedy
came to present to us and it was arranged by Dr.
Borack.
COURT REPORTER:¬Ý I'm sorry, I didn't hear that.
John Kennedy, a psychiatrist, who is Dr.
Borack's boss, in fact, did come to present to the
parenting specialists and family counselors as
arranged by Dr. Borack.
What was the topic?
I have it in my office if you want me to
go get it.
Can you do that?
(A break was taken.)
BY MR. DUCOTE:
Let's go back on the record.¬Ý I believe
you obtained from your office the material regarding
Dr. Kennedy's record or training.
He spoke with Michael Borack on May 16,
2003, on assessing dangerousness.¬Ý This would be
about whether someone could be a danger in domestic
violence situations, a danger to their children.
Have you ever written any recommendations
on behalf of Dr. Borack or conveyed any verbal
recommendations?
I don't recall, but I would if asked.
Can I see the sheet that you were just
referring to?¬Ý This is different training that
you've undergone?
Yes.
And this starts back in '85?
Well, it may start in '85, but I don't
think everything's on there from that far back, but
probably for the last ten years.
I see here, on October 4, 2002, Dr. Borack
gave a talk on alienation, estrangement and
rejection of visitation.
Yes.
Did that deal with Parental Alienation
Syndrome; do you recall?
Part of that dealt with that.¬Ý He
explained, he reiterated what we knew, that it was a
defunct theory or a theory that had been
discredited.¬Ý He talked about parental alienation in
terms of small p, small a.¬Ý He did a lot of -- he
talked about Darnell, who has his own sets of
beliefs about alienation.
And that's Dr. Darnell?
Yes.
Now, you're aware that the Ohio Licensing
or Psychologist Board is undertaking disciplinary
action against him for diagnosing Parental
Alienation Syndrome?
No, I wasn't aware of that.

If you read between the lines of Tony Cook's November '02 City Beat article, isn't he really asking -
Who the hell is responsible for hiring this guy?
¬Ý
At the Parenting Division -
isn't that Jayne Zuberbuhler's job?

¬Ý
Obviously, it didn't occur to the UC human resource department to research the internet before hiring Dr. Michael Borack.
¬ÝAnd UC expects students to do their homework?
¬ÝMichael Borack teaching a child custody evaluation course is like having Enron's former CEO Jeffrey Skilling, or Arthur Andersen's fired lead partner David Duncan, teaching business ethics. They know the material, but do you really want their interpretation?
¬ÝThis website objects to any cloning of Dr. Michael Borack's child custody evaluation methods. Anyone trained by Dr. Borack runs the very real risk of needing to be "de-programmed".
Word to the wise dear student - do not take any Dr. Michael Borack course. The man is psychological poison.
Want a good laugh?

And the presentation has been postponed to 2004.]
How about a presentation on Deprogramming children that you cannot know have been programmed?
UC students need to know the protocol for that.
Extra Credit Question:
If a UC student plagiarizes the work of others in a Michael Borack class, is that a punishable offense?
Does Borack have the moral authority to discipline plagiarizing students?
Or should UC students simply be advised that there is actually no need to plagiarize anyone's work?

"Arrested Development?
Michael Jackson Seems Stuck in Permanent Childhood, Psychiatrists Say
By Joanna Schaffhausen
ABCNEWS.COM
Nov. 21 ’Äî "For years, Michael Jackson's eccentric behavior has fascinated the world. Now, some medical experts are wondering whether the King of Pop suffers from some "psycho-emotional" retardation that causes him to live in a kind of permanent childhood."
...
"Michael Borack, a forensic psychiatrist at the University of Cincinnati Medical School, has evaluated many pedophiles, and says Jackson does not fit the usual profile."
|
Catch that? "Forensic psychiatrist"? .... WRONG!
Michael Borack is not a psychiatrist, much less a forensic one. Borack doesn't have the credentials to be a professor of forensic psychiatry at any medical school. UC has cheapened their program.
As for expertise with pedophiles, Michael Borack sent the suspected child molester in this case to Dr. Stuart Bassman of Cincinnati because he, Borack, is not expert in that field. Yet he pretends to be an expert in regard to pedophiles when speaking with Joanna Schaffhausen of ABCNEWS.COM.
Professional Courtesy
Some people, especially Dr. Barbara Boat, take professional courtesy too far, especially where children are concerned. Nowhere is it written that Michael Borack is owed a position dealing with child custody evaluation. Precisely what he should not be doing.

Meanwhile, In Nearby Butler County - Ohio
¬Ý
Butler County Ohio Commissioner Michael Fox wrote the following in a 78 page report released on May 22, 2003. He could just as easily have been describing neighboring Hamilton County Ohio Judge Ronald Panioto's World at 800 Broadway

"The world of juvenile and domestic relations is a secret world where the courts treat public scrutiny with open contempt and hostility. The pretense for this secrecy is to protect families from embarrassing disclosures about their personal and private lives. The real function, however, is to protect the court from public scrutiny and oversight."
"Where is the outrage? The answer: The outrage is muted by an incestuous network of insiders who are spared the crucible of public scrutiny by a system that operates behind locked doors, disciplined by a real fear of being punished if the members ever break ranks and rail against the injustice they see daily. "
"One part of the problem is that the justice system has been so prostituted that protections essential to the integrity of the justice system take a back seat to the comfort and convenience of insiders. Citizens caught up in the perverse domestic relations and juvenile systems are treated like extraneous nuisances whose main purpose is to provide a pretext for the insiders to make a good living.
Another part of the problem is that lawyers are trained to look at the world differently. They are taught to ignore right and wrong, substituting a perverse set of values in which process and procedure trump substance. What normal people consider a lie or false statement is perfectly acceptable in the world of law, where process is king, and whatever one can get away with is acceptable. Do what you must do to win.
Violations of laws and breaches of court rules are a scandal. But perhaps the larger scandal is not the actions that are formally improper or illegal. The practices that the courts allow and encourage within their rules are increasingly bringing our system of justice into disrepute."

"I know no safe depository of the ultimate powers of society but the people themselves; and if we think them not enlightened enough to exercise their control with a wholesome discretion, the remedy is not to take it from them, but to inform their discretion."
Thomas Jefferson, 1820
